After Scarecrow loses possession of the Yellow Lantern ring (after it is stolen by a greed-possessed Lex Luthor), he wanders the streets in a listless stupor of disappointment. He is easily spotted and apprehended by the Gotham Police, who take him to Arkham. There, after some time, his disappointment turns to frustration, which he decides to vent on Batman. News of his escape from the Asylum catches the interest of the witch-boy Hezikiah Dare. Hezikiah is advised by his cousin, Klarion Bleak, to spin a web to catch the bird named Robin and then make him fly to the Scarecrow.
While Batman tracks down the Cybernaut after an encounter with him in the lair of Killer Croc, Hezikiah anonymously hires local thugs to rob a jewelry store and spreads word of the planned heist. When Robin shows up to handle the situation, Hezikiah assists him, acting as though his goal is to stop the crime. Seeing a sadistic streak in each other, the two hit it off quickly. Hezikiah talks Damian into tracking down Scarecrow, and they soon discover he has taken over a missile silo with plans to explode gas filled rockets over the city. The two find themselves exposed to the gas during their fight; while Damian fights images of his grandfather, Hezikiah gleefully chases images of twisted monsters.
Batman catches up to the Cybernaut and learns of his expertise in aeronautics and ballistics not long before learning of Scarecrow’s plans. Batman requests the aid of the Cybernaut, and the two help Hezikiah and Robin return to their normal state. The four then ruin the plans of Scarecrow, but during the battle Hezikiah senses a molecular vibration from The Cybernaut, one very much like the vibrations he sensed on Mars...
